The 4th edition generally discusses DirectX 11 in its examples. However, the sample engine implements both DX11 and DX9.

As Kl1X said the source code has implementations for DirectX9 and DX11. GCC3 I believe is done with DX9 but lacks alot of awesome stuff included by Rez.
It does not restrict you though as the concepts are more important (In my Opinion) then the actual examples. For instance we are implementing a SDL+OpenGL Engine based on the concepts presented in the book.PC - Custom Built
